The score that I am asking for that would be done by the Energy Information Administration would not indefinitely delay the bill. They have the ability to do the scoring. This is an independent agency within the Energy Department that was created on a bipartisan basis. It is nonpartisan. It collects energy data for the United States. And once the score was attributed, the bill could move forward. But the point is we need to know what the impact is going to be on the environment, on air pollution, and on climate change. I think that my concern, of course, is that this legislation was scored negatively, and that is the reason why I think we need to have a score. It is certainly not going to delay the bill indefinitely, as was suggested by the chairman. I urge a vote in favor of this amendment. Mr. Chairman, I yield back the balance of my time. The Acting CHAIR. The question is on the amendment offered by the gentleman from New Jersey (Mr. Pallone). The question was taken; and the Acting Chair announced that the noes appeared to have it.
