I believe why the Republicans are having difficulty coming up with a plan and probably have postponed this at least until after Memorial Day if not indefinitely is because they have insisted that if they are going to pay for it, they have to take money from other parts of Medicare, in other words, cut back on the amount of money that goes to hospitals, cut back on payments to doctors. They cannot do those things, practically speaking, because hospitals will close, doctors will simply close the door and they have put themselves in this financial box, if you will, that has made it impossible for them to offer any kind of generous plan the way the Democrats feel we need to have it.
