Is it not also true, Mr. Speaker, if the gentleman will continue to yield, I think the gentleman told me, if an individual does not want to participate in anything but the collective bargaining aspect of the union, they always have the option themselves of simply contributing their dues for the collective bargaining aspect and not for anything else. So that option is already there. It is just that they are imposing an additional written requirement now in every case. That is the thing that inhibits free speech and the ability to participate.
