I think the Children's Defense Fund report explains very well, the reason why those efforts have not been enough is because during that same period, the last 10 years or so, we have seen fewer and fewer employers that provide any health insurance coverage for children, and also they increasingly charge the employee either the full cost of a group plan or a significant portion of the cost, which makes it unaffordable. We also have the phenomenon now increasingly where an employer will pay either all or part of the cost to the employee, but not for the family. That was not the case so much in the past. Just to give some statistics again from the report, it says that more workers are on jobs that either provide no health insurance benefits or require employees to pay unaffordable amounts.
