A lot of this money where as you say is not really money but the tax breaks for the local towns would actually benefit the school systems because they would be able to upgrade communications, technology systems, put in computers, and that takes a lot of money. They just do not have it. It is not just bricks and mortar, it is obviously a lot of these other things that are important because of the communication and technology needs that we have today.
