“This amendment, however, Mr. President, would prohibit any Member of the Senate from offering a sense of the Senate or sense of the Congress amendment to a budget resolution. The budget resolution already places serious restrictions on minority participation. This is how we get there. When you are on this side next year, you will know how it feels to be in the minority and you will have an opportunity to amend things that you don't see. I, frankly, don't see a lot of harm in it. It takes time, yes, but it gives a chance for an exchange of ideas that I think is important. I make a point of order that the amendment is not germane.”
