In 20 seconds, Mr. President, what we have seen tonight is a charade. What they did was spread DDT here. First delay, then destroy, then terminate any action on tobacco. That is the mission. This Budget Act is not--is not--violated. Everything here is paid for. And I hope that we will vote to waive the Budget Act.
