I thank the manager and ranking member of the committee. But I say to my friend from Virginia, sometimes it is just a few words here and there that make all the difference in the way things come out. I know there is a consciousness between the two distinguished leaders on the Armed Services Committee that the environment could have been and should have been protected as we planned it and as we discussed it. But we are where we are. I hope there will be a time in the not too distant future when we will be able to realize we have done some damage and change that.
