“The authority, as required by the consent order, has developed a comprehensive strategic plan to comply with the order. A critical component of the plan is the construction of a new gravity relief sewer that will convey combined sanitary sewage overflows for enhanced treatment at the upgraded plant. The authority has focused its request for Federal funding exclusively on this gravity relief sewer facility. The gravity relief sewer facility is estimated to cost $10.9 million in its entirety. Federal funding can play an important role in financing this cost and in facilitating the early construction of this much needed project.”
