My conclusion of the D.C. School System is the same as the D.C. Control Board's conclusion, that is that this system has failed the students. The D.C. Control Board, in their own statements regarding the D.C. Public School System, said this: They said that the longer students stay in the District of Columbia public schools, the worse they do. That is the Control Board's own assessment of what has happened to the D.C. public schools. I think that is a crime to the students, to the children of the District of Columbia who are in these schools. We should not be putting them in a situation where the school system has failed them. That is wrong. That is wrong of us to allow it to take place.
