I think that it is quite clear that now--and I once again agree with the distinguished Senator from Iowa--that we now are saying that this House, this body is subject to the same laws that we write for everybody else, and I agree with that. Therefore, in my view, this is the perfect opportunity to say not only will we obey the laws, in terms of our performance of our functions within our offices, but we are also going to take a personal hit if something goes awry if we do not plan carefully enough to meet the budget targets that we have set.
