I am proud of my colleagues throughout the Senate for the overwhelming support just given on the Syria Accountability Act. I believe this bill sends an unambiguous signal to the administration and to the Syrian regime that the Congress considers Syrian support for terrorism, its occupation of Lebanon, and its pursuit of dangerous weapons all significant threats to the United States and to global security. I am particularly concerned that this administration has let Syria off the hook. Despite the support the Syria Accountability Act just had, there are waivers that concern me. Syria's record is not one that we can look at with any assurances that they are going to do what they have to. The administration claimed that al-Assad's regime's support for the global war on terrorism is so valuable that he should not be pressed on other issues, including the failure of the Syrians to secure the Iraqi border, thereby permitting the constant infiltration of foreign terrorists pouring into Iraq. Apparently, the Syrians must have shared intelligence about al-Qaida, and FBI and CIA officials have reportedly met in Syria with Syrian intelligence officers to discuss terrorism. The Syrians have also helped to capture a top al-Qaida figure, a Syrian-born German citizen who is part of the Hamburg cell that planned the September 11 attack. So while Syria might be sharing information on al-Qaida, at the same time it is deliberately thwarting the Palestinian-Israeli peace process.
