I oppose the Gramm amendment. The amendment would radically change current budget rules by allowing temporary, unspecified cuts in discretionary programs to pay for permanent tax cuts. That would violate the bipartisan budget agreement and could explode the deficit in the future. This amendment also brings back the discredited Gramm-Rudman system of automatic across-the-board cuts, the system that led to a proliferation of gimmicks and rosy scenarios, and we didn't significantly reduce the deficit until we got rid of it. Madam President, fool me once, shame on you; fool me twice, shame on us.
