If there was a manifest that said ``nuclear weapon on its way,'' could you imagine something like that? We have all these containers. These are hidden boxes. You don't know what kind of cargo is in them. To me, it is one of the more susceptible areas for a terrorist attack of major magnitude. Thus, I ask the Senator, do you know from what part of the budget the $70 million you are proposing be used, which is out of $29 billion and is a very small fraction when you consider the risks that might ensue?
