I believe it is time for this subcommittee and others to give serious thought to the way the IRS is funded.

The IRS must be funded at a level that enables it to provide necessary taxpayer assistance and to enforce the laws.

Do you consider IRS's current strategy for dealing with identity theft and refund fraud to be adequate? No.
