A 2010 Wall Street Journal series on online privacy illustrated the extent to which individuals are being tracked and how the invasive practice can cause real harm.

We need to look beyond legal distinctions or classes of harms to look at the erosion of trust in the ecosystem.

I believe it is time for this subcommittee and others to give serious thought to the way the IRS is funded.

The IRS must be funded at a level that enables it to provide necessary taxpayer assistance and to enforce the laws.
