I hope that the Senators will oppose this attempt to waive the point of order. This is a new scheme for things. It says that we ought to depart from present pay-as-you-go rules. It would give special protection to special interest tax loopholes at the expense of programs like Social Security and Medicare. Mr. President, very simply, I urge my colleagues to vote against the waiver.
