As we have seen the last few years, disasters are affecting communities across America more frequently and more intensely.

Donald Milford Payne Jr. is an American politician serving as the U.S. Representative for New Jersey's 10th congressional district since 2012. A member of the Democratic Party, he succeeded his late father, Donald M. Payne Sr., who held the seat for over two decades. Payne Jr. has focused on issues such as education, healthcare, and economic development during his time in office. He has been an advocate for social justice and has worked to address the needs of his constituents in urban areas of New Jersey.
Based on the outcomes from the 2017 storms, particularly in Puerto Rico, there is no question that the Federal Government's response needs improvement.
However, FEMA's Pre-Disaster Mitigation Fund still gets shortchanged every year. That needs to change.
In addition to being on this subcommittee, I am also a member of the Homeland Security Committee, and I am very concerned about the use of drones for the wrong reasons, reasons such as terrorist attacks, or to cause air traffic disruptions…
I give a lot of credit for you admitting where some of the shortcomings were.
Securing our educational institutions and ensuring a safe, healthy, and productive learning environment for our children is a priority for me and for all of our witnesses here today, along with Mr. Payne.
There are resources out there, but if you don't know the correct question to ask the Federal Government, no one really volunteers the information.
But we agree that in all these instances, the one common factor was a gun being used in these acts of violence; correct?
I like to point out that in other communities, as you state, to keep the guns outside of the school, that is a problem for other students, is getting to and from school safely.
