we have a terrible problem in this country where people who--for example, we have the last three Presidents who have admitted to smoking marijuana, but the people who actually are arrested and incarcerated for use and sale of marijuana, even though there is no difference between the races, are disproportionately Latinos, African Americans, and poor people.
