Let me add, if I may, an additional 30 seconds, Mr. Chairman. The gentleman spoke about the need to study strategy. After we passed the Goldwater-Nichols Act in 1986, I chaired a panel on professional military education that did a great deal in upgrading the Senior and Immediate War Colleges. The Senior War Colleges really are the bosom of where strategic thought, both military as well as diplomatic, is taught and is learned. Sometimes the lessons that are so plain to those in the War Colleges do not seem to be learned by others in responsible positions. That is why I think the thought of working on strategic thought itself is an excellent one, and I commend the gentleman.
