It is unfortunate that, yet again, some in this Congress refuse to accept that a President's term is a full 4 years long. Passing this legislation would unnecessarily impose new restrictions on the ability of Presidents to finish the work of their administration. Adopting my amendment would help ensure that well-vetted, necessary regulations to protect health and safety are not blocked, while not undermining the stated purpose of this bill. Accordingly, I urge my colleagues to adopt it. Mr. Chair, I yield back the balance of my time.
