Mr. Speaker, the Statue of Liberty speaks out very clearly, if anybody has been to this great monument. And from the poem ``The New Colossus,'' at the bottom, the 19th century American poet Emma Lazarus writes, ``Give me your tired, your poor, your huddled masses yearning to breathe free, the wretched refuse of your teeming shore. Send these, the homeless, tempest-tossed, to me. I lift my lamp beside the golden door.'' What has happened to us, in a country where we continue to export jobs and import workers? This issue is at the very center of the economy of this country. We will never have recovery until we address it, Mr. Speaker.
