“Forty-nine Governors, 89 senators, 239 Members of this House are on record supporting the transportation spending level proposed in this amendment. What we have done is not any different than what we did with veterans. We collect fees, and then we put those fees back in the general fund rather than spend them on veterans. What we are doing here is a collection agency, $20 billion that goes back into the general budget rather than being spent on the infrastructure, on economic development in this Nation. The gentleman from Pennsylvania [Mr. Shuster] is right on target. We are going to win this fight tonight. It is an important one for America. It is just as important as our balanced budget.”
