I would contend that even before it is only 20 percent in effect that the health care act has had an effect on the very costs that we are trying to reduce because we are never going to have a Medicare program that is able to keep up with inflation and the rising costs of health care until we control in some manner, shape, or form under a capitalistic system the rise of health care costs.
