That is exactly what I have found, and I cannot emphasize it enough. One of the things that came across in our meeting yesterday morning, in this event for a counter-terrorism response, training and equipment are very critical. However, this is not going to make sense on a local level unless mayors and councilmen and committeemen understand that we are under the severest of alerts.
