I for one agree with the gentleman from Connecticut, that there should be caps on how much is spent. Under the present Supreme Court decision, that cannot happen. I would say the average congressional campaign, if that is what we are talking about here, we can look at how much is being spent in hard money across the United States of America. I would be willing to discuss that with the gentleman.
