it seems that every debate we have around here, it centers on the President's package of 1993. I would just like to remind the gentleman, I do not know about this district, in my district the package we passed in 1993 with all Democratic votes, 55,000 of my constituents had a tax cut because of the earned income tax credits; 1,100 people had a tax increase. Now we talk about repealing the 4.3 percent gasoline tax, which I would like to vote for if I could be assured that when my mothers and fathers and aunts and people taking the kids to Little League and going to Disney World, when they drive up to the pump, they are going to get a 4.3 percent decrease in their gas tax. You say that you believe in the free market, but you do not believe in democracy. You do not believe in giving us a chance to vote on some assurance that the consumer is going to get the benefit of this 4.3 cents a gallon. You are going to trust the oil companies that are in the business of the bottom line, the profits. To me this just does not make any sense.
