I will not talk about the merits of it, but earlier today we talked about a pay raise, and it gets so political. If you think that it is political for the pay raise and demagoguery, this amendment is tailor-made for demagoguery. The gentleman from California just a moment ago said we are going to be looking at how people vote on this amendment. So there is room for a lot of mischief. I am not speaking to the merits of it, but this is something that could take forever if you had to go through the House and the Senate. It is just a cautionary observation.
