Let me finish--which this unanimous consent request doesn't incorporate. In essence, the unanimous consent request says we are not going to deal with this 61 percent; we are only going to deal with 39 percent. Because they have received the preferred rate up to this point, we want to protect the preferred rate. Some people think it is the role of Congress. I don't think that is the role of Congress.
