We are on record as saying we do not want to raid the Medicare Trust Fund, and this simply says it cannot be raided to pay for the additional moneys needed for prescription drugs. I want to commend the gentleman from Iowa for putting forward a very practical and a very consistent bill. I must say I wish we had more money for education. I wish we would go all of the way to where the Senate is. The second point is to go as close as possible to the Senate bill. I commend the gentleman from South Carolina (Mr. Spratt) for a very practical motion to instruct, and I hope all of my colleagues vote for the motion to instruct.
