the other part of the Conyers amendment spoke to the civil rights issues both in the equity and distribution of Farm Services that are administered through Farm Services, whether they are loans, technical assistance or environmental programs. The array of programs we give all farmers. We wanted public record of that so that we knew that that would be going to all farmers equitably, without regard to race, without regard to gender or size. The second part of that was a fair distribution of the election of the committee. My understanding on that was that we would have hearings to vet that and come to see how we could get a more fair representation on the committee and have some public disclosure on how public funds were being spent in various counties. Am I correct in my understanding?
