I'm proud to serve on this committee, which has passed four major, transformational WRDA laws during the last four Congresses to improve our Nation's water resources infrastructure.

Our citizens cannot afford the devastating effects of floods to their homes, farms, businesses, and communities.

Historic flooding, such as this should spur us to reexamine infrastructure, to ensure it is updated and capable of protecting life and property.

I would like to see the Corps expeditiously implement the significant reforms made by these laws.

I appreciate the witnesses' testimony and the insight that they have provided.

I cannot wait to work with our colleague, Deb Haaland, when she is hopefully confirmed, as I would support, as the next Secretary of the United States Department of the Interior.

I am proud that this bill was endorsed by both the National Safety Council and Mothers Against Drunk Driving.

Last Congress I introduced the Drug-Impaired Driving Education Act with my colleague, Congresswoman Kathleen Rice of New York.

A 10-year permit would give more predictability to a community.

The question is what we can afford and how can we pay for it, and what I really want to focus on is how do we get the most value for the taxpayer dollar.

I would like to thank the House Committee on Transportation and Infrastructure chair Peter DeFazio and the Subcommittee on Water and the Environment chair Grace Napolitano.

We need smarter asset management, increased efficiencies in our water systems, and to achieve that, we need to incentivize the adoption of new and innovative technologies that will cut costs and improve water quality.

We need to carefully prioritize our investments in water infrastructure to ensure that we are adequately protecting the public health, promoting the economic growth of our communities, and preventing the degradation of the environment.

I believe it is going to take an all-hands-on-deck approach to reverse the decline of our Nation's water infrastructure.

Shrinking municipal budgets, insufficient independent financing capabilities, and increasingly burdensome regulations without the necessary Federal support have strained communities' efforts to address these critical needs.

These needs are substantial, and they continue to grow.

This is in direct conflict with the bipartisan principles that on-farm stewardship should be locally-led, voluntary, and incentive-based.

Many of the agricultural recommendations do highlight the benefits farm bill programs play in assisting farmers, ranchers, and foresters in being the best stewards of the land.
