For the past 3 years, in partnership with my friend Mr. Diaz-Balart, we have appropriated nearly $16 billion above authorized levels for highway, transit, rail, aviation, and maritime infrastructure programs.

We will of course monitor this very, very carefully, and want to work with you to make certain these decisions are responsible.

I personally put great stock in the CRISI program.

Your perception is absolutely right, that this subcommittee puts great stock in this.

We hope for the best of course, but prepare for the worst.

I urge the Department to reverse course.

It is especially disappointing to see the Department continue to push a deeply flawed rule making seeking to roll back fuel efficiency standards.

We must also make forward-looking investments in new services across all modes, including projects that expand inner city passenger rail.

If we don't make the necessary investments in the gateway program today, our Nation's greatest economy and security will suffer.

We simply must do better.

Is a travel ban--should we see it just as a punitive measure designed to single out these countries and somehow punish them?

I am asking about the expanded travel ban, which now has reached large proportions, affecting, by our calculation, about 300 million people.

It is important not just to call them out, not just to impose punitive measures, but to work--whatever the problems are, to work them out and to work them out cooperatively.

There should be a heavy, heavy burden of proof on imposing or maintaining this sort of ban.

The considered judgment of the Congress in writing the Military Construction appropriations bill is also about national security.

A shared responsibility that we need to figure out how to assert sooner rather than later.

This is totally, totally unprecedented.

Not only is an 18,000 refugee ceiling shockingly low, but currently, almost halfway through the fiscal year, the United States has admitted only about 5,000 refugees.

The fiscal situation is unsustainable, but interest rates remain low in the United States.

Our deficit is now 4.6 percent GDP. Our debt is 81 percent of GDP. Both our rising.

President Obama tried mightily; John Boehner too, but it just hasn't come together and doesn't seem likely to.

These tax credits have been a very potent instrument for encouraging diverse development.
