The problem is we in this body nationally are creating those same problems for every State in the Union. Of course, in my district, I see companies going to Mexico for that reason. We lost Ball Manufacturing. It said, ``We are going to Mexico. We are making it a lot cheaper.'' We had Eaton Corp. that announced much the same thing. We may lose a portion of our Gruber Manufacturing for the same thing. We are creating more joblessness because of these regulations. It is not just the disparity in wages. Our workers can outproduce and take up that slack of the difference in wages, but the businesses themselves, nor the workers, can make up the difference for these onerous regulations that keep piling on and piling on. There is no way they can make up that difference in cost. So we are losing outside the country. I want to cite just two or three areas just to tell people what we are talking about rather than just talking in generalities. Let us talk about the Superfund sites. Now, that is up for renewal in this legislature, in this Congress, this year. It may go over to the next Congress, but it is up this year to be renewed. It should have been named the Lawyers' Relief Act, because the study over the last 15 years shows that of the sites that were listed as critical sites to be cleaned up, only about 20 percent have been cleaned up. There are still 80 percent of the sites that were there 15 years ago.
