Mr. Chairman, thank you very much for scheduling this hearing and inviting witnesses to appear and discuss the budget request for the next fiscal year for the United States Army.

The new Strategic Guidance for the Department of Defense highlights the importance of Nation's maritime presence and calls for increasing our posture in the Pacific.

However, when compared to the last budget submission, this request reduces ship procurement from 57 to 41 ships.

These provisions included in the ACA were originally in the Congenital Heart Futures Act, which garnered bipartisan support.

I'm asking, what do we need to do, use different wording, put a star by the provision in the bill that these are funds that are intended to be used.

Let me ask about a program that is designed to help ensure a broader base of financial support to research institutions.

I am concerned about the elimination of the Preventive Health and Health Services Block Grant.

That money cannot leave the gulf coast.

We cannot support is taking that money off the shores of Louisiana, Mississippi, and Texas.

I strongly disagree with the policies of this administration.

I would hope that you could give this your personal attention to be sure that the obvious intent of the rules and the laws are fairly applied particularly in an area that is a very popular area for job creation activity and business…
