Overall, both you and General Dempsey, I continue to ask, where is the data that this stuff works in a counterinsurgency?

I would like you to comment on that.

I hate to sound like a broken record, but the amount of money we put in infrastructure reconstruction in these countries, and the notion that we would continue to do that worries me, knowing upfront that there could be no oversight.

I am very excited about that reform. We all worked very hard on it together. I am really proud of it.

We have a huge overmedication problem when it comes to mental health in the military.

I have not encountered opposition to this idea.

I want to say we are determined to get rid of the good soldier defense.

I am really hopeful that it will once again show the way to the civilian system that we have to find the resources.

I always stand in awe of those of you who have been victimized by this horrific crime and step out of the shadows and not only try to see justice, but then go on and try to do even more.

It is a lot more efficient to send people into neighborhoods and to send people into churches and to send people into college campuses.

It is going to be a while before the dust settles and we really figure out how many people we are going to put in jail on this

Should we not have some kind of fraud oversight in the Guard Bureau?

Well, at that point, did you feel comfortable contacting the Criminal Investigation Division of the Army for assistance?

I think we have wasted a hell of a lot of money on a lot of things that have not worked.

I think the chain of command got in the way on this one.

Well, it is one thing to say you should not have fraud in the program, but an effective control would be something that would ferret out when somebody was sharing personal information in order to get a bounty on somebody who they had not…

I will guarantee you this. I am going to yell at the top of my lungs if somebody tries to roll out this program without fraud control in it again.

And would you state for the record the total amount of money you estimate the government has been defrauded under these programs?

It is, in fact, that for people who were going to do that anyway, somebody was paid who did not deserve it.

I want to give you the opportunity to address that. Would you quarrel with that, that you had information that no other bidder had?

I want to make sure I clarify this for the record.

So, you go to the people who are in the Guard and you say, someone recruited you and got paid for it.

Which is unlikely, that all of the medium-risk cases are fraud.
