I think we have learned one thing over the last 6 or 7 years of contracting oversight, and that is the way you really begin to change a culture that would allow this to happen is to have everyone see that senior leaders are held as accountable as a young member of the Guard who figured out he or she could scam the system and game this to make thousands of dollars he or she was not entitled to.
