What I am saying is I think the right approach is to say to Vietnam, ``You owe us $150 million. Let's work out a payment schedule instead of avoiding it and ducking it. Let's work out a payment schedule to return the $150 million that you owe us,'' and once that schedule is set up and we begin to see payments coming back for that, then we can work with them to try to help them set up a legal code that not only applies to helping big business or business do business in Vietnam, but also helps the people of Vietnam who are suffering at the hands of a system that does not really have a rule of law.
