titles often sell a book and they often sell an idea, but they also sell demagoguery. The word ``privatizing'' Social Security has not been my colleagues' intention in their bill. It has not been the intention in any of the four Social Security bills that I have introduced. The American people need to know that there is nobody suggesting privatization. There is a safety net in every legislation. In fact, in most of the legislation there is a promise of at least as much, if not more, of Social Security retirement benefits. We just need to look at history, that every time Social Security has gotten into a problem, the tendency has been for the administration and Congress to increase taxes and/or reduce benefits, and of course, in 1983 we did both.
