And I just want to restate what I said just a couple weeks ago, the Congressional Budget Office, nonpartisan arbiter of the cost of legislation, determined that H.R. 4786 will not require any new Federal funding and will not increase outlays. It will draw on administrative funding that has already been authorized and appropriated for the department.…”
