This amendment points to a problem that is not unique to California, but affects the entire country. The fact is that with improved engine, emissions, and refining technologies, the requirements of the Clean Air Act can be met without the need to dictate specific fuel formulas. Yet today we have a patchwork of regulations governing what specific fuel formulation can be sold in what area of the country. These rules have raised costs and contributed to supply disruptions. We should adopt fuel performance standards, not specific fuel formulations, to meet emissions reduction targets. But these performance standards should apply in the entire country, not just California. Vote ``no'' on this amendment.
