And I concur very strongly with the ranking member, but we have not eliminated, and I think this is very important, we have not eliminated, by any means, our ability to participate in the world. Foreign aid, which makes up less than 1 percent of our Federal budget, as the gentleman from Wisconsin pointed out, is a good investment and has benefited our interests around the globe by furthering the development of economic and political stability in the international community. H.R. 3540 allows us to continue to remain active in world events while keeping us on a path to a balanced budget. I support this bill and urge my colleagues to do likewise.
