Under KEDO and the administration's current policy with North Korea, as everybody knows, the U.S. is leading an effort to finance and build these two nuclear reactors. For whom? For North Korea, perhaps the most regressive regime in the world. It is not only illogical, but it is dangerous to the national security of this country. But let us talk about the thing that I think may have been overlooked here, experience. The North Koreans clearly do not have the expertise to safely operate two nuclear reactors. Who are the operators going to be? Who will handle the plant management? One cannot create a nuclear industry infrastructure by administrative fiat. It requires the time to educate, to train all the necessary people and to develop the required supply chain.
