There is no substitute to a meaningful legislative solution.

I remain confident that we can accomplish these important legislative reforms this Congress, and I look forward to working with you on this, Chairman Goodlatte.

There are several important reasons why Congress should repeal this antitrust exemption. To begin with, there is no justification for continuing such a broad antitrust exemption for health insurance insurers.

For many years, I have advocated for such a repeal, so I am heartened to see the bipartisan nature of the support for this position.

In my view, our research shows that it is not. The Logan Act, 18 U.S.C., section 953, prohibits this conduct, in my view.

Let me be clear. If true, this allegation represents a danger to our national security and a clear violation of Federal law, which expressly prohibits this type of back-channel negotiation.
