Under the reauthorization, school districts would not be able to compute payments for children whose parents are civilian and work on Federal property unless a school district enrolled at least 2,000 of these children and only if such enrollment constitutes 15 percent of the school district's total enrollment. This change is arbitrary and unfair.”
