I close on this: the addiction to soft money, all of us will be okay without it. We can find ways to pay for our golf tournaments, to pay for our resort visits. We can find ways to pay for all of those things we pay for with soft money now.

Check 21 is pretty simple in what it does. It just modernizes the Nation's check payment system and tries to keep up with all the new technologies in the 21st century.
