I hereby transmit to the Congress the eighth quarterly report of the Council on Wage and Price Stability.
Mr. Secretary, it is my honor and tremendous privilege to award you on behalf of this grateful Nation the Presidential Medal of Freedom, the highest civilian award it is within the power of a President to grant.
I strongly recommend that the Congress consider issuance of a joint resolution to bring this Agreement into force by that date.
