Sometimes, I say to my friend from Colorado, when you have to publicize the bid, it is in the local paper, and you can go by and pick up blueprints for $25 or $100, or whatever it is, and you take it and work up your estimate. When the bid date comes, you make your bid. When do they determine that contractor is qualified or not qualified?
