It is my particular pleasure to be able to give special recognition to this great American this evening before this distinguished and most appropriate audience.
For these reasons, I recommend that the Senate give prompt consideration to these protocols and give its advice and consent to ratification at an early date.
When I took office in 1974, I found many of our regulatory laws outdated and unintelligible.
I strongly recommend that the Senate consider issuance of a joint resolution with the House of Representatives in order to bring this Agreement into force by that date.
