I SUBMIT herewith to the Congress the Puerto Rico Statehood Act of 1977.
I believe it presents a candid appraisal of what we have learned and what remains to be done.
When I took office in 1974, I found many of our regulatory laws outdated and unintelligible.
I urge them to continue their good work.
